They say "2029" but I doubt it  :

Project budget concerns — long, with completion expected in 2029. Phase 1 would connect the downtowns of San Francisco, Los Angeles, and Anaheim...

Posted these stock photos about 3 years ago (also in the Fresno area) so looks like they've made some progress. Still not sure if they can get it done in 2029. Going over or around the grapevine will be challenging  :

How much has this project cost the tax payer so far?

It was estimated to be $40billions in 2008 but now it's estimated to cost $105billions+ the longer it takes to complete the more cost it will be.

You know how much homeless people in CA can be saved from this massive cost?

If CA gave $100G to each homeless, they would have put 1.05 million homeless people off the street and on their feet.

What a waste of tax payer's money...

Going over the grapevine and/or through it should be shorter in terms of distance but might be too much of a pain for the budget and completion time...
