Lack of fences in American towns in the East/Midwest
I'm curious why in most small towns in the Midwest and in the Eastern states one can see complete lack of fences or any other lot boundaries such as vegetation - it's often nothing but uniform lawn between houses.
In the West (though not everywhere), in-town I'm used to seeing either fences (and often non-transparent wooden ones) or at least some landscaping clearly separating lots.

How to explain lack of fences? It's pretty hard to enjoy the backyard without a fence....no privacy, dog can escape, less safe/secure as anyone can walk up to the backdoor, and not possible to protect garden from deer. The homes in towns without fences also usually lack decks or other things built for enjoyment of the yard.
I'm trying to understand what's behind it. Clearly, there's a tradition and I wonder about history behind it.
