‘It put everyone in a weird position’: Our waitress said a 20% service fee was added to cover benefits and health insurance, but that it was not a tip. Is this normal?

Would you like to buy a customer satisfaction insurance warranty on the quality of the food?  It would just be for a low service fee of $10 and it will be good for 24 hrs.
