I think the law is to removed all the different ordinances for breaks, etc etc. Since each city has a different ordinance, it makes it confusing for employee and employers.
e.g. the company I work for have one break during the 8hrs schedule, 2 when it's 9-10hrs schedule... however, they have heat break (temp over 85 in the plant) every 2 hrs w/company provided popsicle, cooling headband and ice cold water.
