Former St. Paul charter school teacher intends to plead guilty to criminal sexual conduct

ST. PAUL, Minn. (FOX 9) - A former St. Paul charter school teacher intends to plead guilty to criminal sexual conduct with his former 16-year-old student, according to a recent court filing.

Timeline

Brandon Bunney was a math teacher at Hmong College Preparatory Academy when police say rumors first surfaced about a relationship with a student.

Bunney was originally charged with third-degree criminal sexual conduct after prosecutors said he had an "ongoing" sexual relationship with a student which began in July 2023.

Bunney recently filed a petition to plead guilty to a downgraded charge, admitting only that he "touched the breast" of the 16-year-old student and that it "occurred within 120 days of employment" at the school.

The school did not report Bunney to the state’s licensing board

The FOX 9 Investigators previously highlighted Bunney’s case, which exposed a flaw in the state’s mandatory reporting requirements involving teacher misconduct.

While Bunney was forced out of Hmong College Prep, he was not technically fired since the school "rescinded" his contract instead. The school also did not report Bunney to the state’s teaching board (Professional Educator Licensing and Standards Board also known as PELSB).

"The board strongly believes that it is a district’s duty to report incidents like this," said PELSB’s executive director Yelena Bailey in an interview last year, adding that there is room for clarity in the law.

"We believe that it is both a moral obligation and the right thing to do," she said.

What's next

Bunney is due back in court in May. If a judge accepts his guilty plea, he faces the possibility of 10 years in prison, a $20,000 fine or both.

I drive a school bus in this area of Cal and I  pick up students from Pre-Ks to seniors.

I see a lot of teachers wearing inappropriate attires (female teachers wearing skirts or
bikinis showing their thighs high up and wearing tanks that show even parts of their
boobs) and also touch students very inappropriatel y in public. Hugging between teachers
and students is very common as the students were about to enter my bus for the day or the weekend.
If you get scared that some guy looking at your girl will get into her pants soon, just look at how much
those hugs lead to getting into one another's pants more easily.

Many times the students would run back to give the teachers the tightest hugs possible
before returning to my bus. The teachers would reciprocate with tight hugs and even kisses
on the cheeks. A few students would not leave the school ground without getting "tightenings"
from their teachers. Teachers have also called students back for hugs before leaving them to my
bus. Should I report? I don't have the same obligation as the district.

I read an English poem in college. An author wrote the poem about an adult woman nanny who babysitting
a boy and kept holding him since infancy. When he turned 13, she was still holding him
like he was her baby. The author became very skeptical of that himself.

Naturally, middle schoolers are just ripe for sexual craves and attractions. Kids have become
physically appealing and have even started to take very good care of their looks, especially the
girls. In ancient times when age had not been created, kids at such age already gave births
for proliferation and extending the family roots.  No wonder adults begin to desire them sexually
and vice versa at such age.

American schools need to re-formulate their behaviors.

I'm sure it's not just in Cal here that those
things happen. From New York to lower Midwest to  upper Midwest and even those very far-out Alaska and
Hawaii, middle schoolers start attracting. Wouldn't senior high schoolers follow suit? Just look at how good
college kids are already by that time. Moms and dads can't tell them what to do anymore.

I think Bunney was lured just as much as he may have lured. Before August 1, 2020, in that state, Bunney
could have just arranged a meal with her clan leaders and take her home for a bride. But that Walz guy
and those kids at their capital center changed the marriage age for the people there to 18.
