This Florida bill will allow Doctors to refuse services to the LGBTQ+ community and to minorities. But nope. They still think it’s not a racist thing to do to discriminate against minorities.

Without this bill, if you refused, you can lose your license when the parents complained. The bill also states that you just can't refused it and get away with it. You, being a doctor, have to provide reason for your refusal and your refusal will not create adverse affect on the individual. for instance, if a young patience, let's say a 7yrs old boy came in with an infection on this little weewee and need to have it remove or risk infection to the other body part or even death, the doctor can not refused base on "conscience healthcare" - it's life threatening.
Futher, it clearly stated:
(b) The exercise of the right of medical conscience is
limited to conscience-based objections to a specific health care
service. This section does not waive or modify any duty a health
care provider or health care payor may have to provide or pay
for other health care services that do not violate their rights
of conscience or any duty a health care provider may have to
provide informed consent to a patient in accordance with general
law. Additionally, a health care payor may not decline to pay
for a health care service it is contractually obligated to cover
during the plan year.
