The easiest way to catch halibut is actually going to Alaska to fish for the pacific halibut. Those guys get huge too and theres a lot of them. If you want a challenge on medium light tackle though, the cali halibut is way more fun to target from shore. I've heard of guys catching them with spinnerbaits haha. The whole lure fishing in the ocean thing is not as developed as freshwater. Im sure there are a lot of baits from freshwater that would work, just that no one tries em.
