it's just a waste of tax money for the rehab program if the purpose is simply to make it as a justification for the killing of drug users and not to actually try and help them. You said it yourself, that humans are not perfect. So what makes you think that everyone require only three tries?
If you believe that getting rid of the drug users is the solution to the drug problem, then wouldn't it be more efficient and more cost effective to just kill all drug users on sight on their first time.

supply and demand doesn't work on drugs as easy as you make it to be. Drug addiction isn't a "trend" like other products. Drug cartels/dealers don't just rely on their "regulars" as their source of demands for drugs. One of their old customer went to rehab and is now no longer abusing drugs, no problem, just go ten other people and get them hooked on drugs. Problem solved.
I'm going to make a bold assertion here.
I'm assuming that a lot of first time coke users had never consumed coke in their life prior to the time they tried it for the first time.
Another assumption I'll add is this. I would assume that if someone has a product that they want to make some money off of it, they will most likely want to expose their product to as many consumers as possible. That would include people who have never tried their product before. At least that's what I thought those morman missionaries had in mind when they go around knocking on the doors of nonmormans and telling them about their beliefs.
By the way, why would think that using taxpayers money to fund a drug cartels' "Rivalry drug war" a good thing. You do know that your "soulution" to the drug war can easily be exploited by drug lords ,and make it their own "free taxpayer funded and justifiable solution" to their Problem? That is to get rid of rival drug lords.
Bottom line. Killing American drug users isn't as good of a solution as you had imagined it to be in regards to the American drug problem nor to the illegal immigrant problem.
