My husband and I moved to the area from California and we were so surprised to see so many neighborhoods with no backyard fences? We're renting in Menomonee Falls right now but are starting to look into buying a home here. We've ran into multiple subdivisions that have rules regarding fences. What's the deal? Why aren't private backyards preferable?

My husband and I moved to the area from California and we were so surprised to see so many neighborhoods with no backyard fences? As a Wisconsin native currently living in Texas I find the opposite weird. Every backyard has an 8-10 foot fence/wall around it like it's its own tiny fiefdom, which is a little less weird when you consider how close together most of the houses are here

A large part of the world doesn’t use fences. Not sure where you’re from, but I think it’s partly cultural; some places see it as a necessary part of privacy, and some places see it as snooty stuck-up paranoia.
I’ve seen a lot of fences in Texas, Oklahoma, and Florida, but in New England you won’t see them often.
If you put a fence up in New England it’s like saying “I don’t trust or like my neighbors, and think you’re all robbers!”
“Gated communities” are talked about like a symptom of racism and classism, and generally Not Something We Do

Why do some regions like fences more than others?
In California, where I'm from, the only time I'd ever see an unfenced back yard is when someone lives way out in very rural parts of the state, where neighbors are either nonexistent or very far away. But in Iowa, where I visit occasionally, whole neighborhoods go completely fenceless and all the houses seem to just sit on one large continuous lawn.
Are people more willing to share in Iowa? Are Californians more shy?
Anybody have any insight here
